A Product Owner/Manager should be closer to real end-users and know their problems, and them be able to present what's the issue and why it is worth solving. I don't think Product people should define or override features but set clear outcomes and help the team figure out what leads to that.

Until product people only talk about features, a lot of waste will be created.
