It's a massive anti-pattern to have the Product Owner reporting to a Product Manager or executing what the Product Manager decides to. This approach, locks transforms the Product Owner into a waiter, the one who gets orders and don't challenge them.

Maybe you could share why it's a faulty generalization in your opinon. Why do you think SAFe Product Owner is not a puppet of Product Manager?
