I think it's a two way road, Product Managers must be interested in paying off tech debt but need to select what makes more sense right now. Developers should help Product Managers understanding the impact of each open tech debt.

I'd say the say, if developers have to convince PMs, something is deadly wrong. Helping understanding is different than convincing.
