I believe a Project Manager can become a Product Owner, though it requires some mindset changing, I have already seen successful transitions.

The organizations many times fail to benefit from Scrum because of misunderstandings. Scrum is not a set of events and roles, it's a mindset. Until companies don't evolve the mindset, Scrum will deliver no more than sub-optimal results.
