I cannot agree more with you. A company can hire the best Agile Coach, yet, it's inevitable to have a proper agile working environment without a mindset shift.

Many companies even opt not to hire a Scrum Master because they believe to be a waste of money.

Scrum will survive if more agile minded people get to the top management and contribute to an empiric environment.
