I share your perspective. The bigger the organization, more complex it gets. Yet, it's possible to simplify.

My general suggestion is to start small, align with leadership to fully empower one small team of 5 to 7 people and measure the results they can produc. Within such approach, leadership can gain confidence on changing how the company works.

I know that removing dependencies is a nightmare but it can be possible step by step.
