I understand what you mean. I agree with you, my point is that the PO shouldn't be a bottleneck in the process, instead should be a catalyst.

The Product Owner should coach the Stakeholders to focus on the priority, and collaborate around it. For sure, it is counterproductive to receive requests not connected to our goals, therefore, mentoring the Stakeholders make it easier.
