How are you able to define whether I understand Scrum or not? From what I read, I imagine you didn't have good experience with the framework itself, and makes you skeptical.

I disagree that Scrum requires a narrow set of circustances.

Sorry, but saying waterfall is the most appropriate choice is a highly flawed perception. How did you come to this conclusion?
