Planning a high-level roadmap is generally challenging. I think setting the scenario with a clear goal to pursue can make it easier. I am a big fan of OKRs for that. Yet, during the brainstorming, it get can get into opinions, fears, and experiences. That's why using different ways of providing feedback help connecting to the team, and then progress in a common direction. That's what I experienced.
