That's a relevant point. The core of Scrum is being empiric, which means we embrace learning. If stakeholders pressure teams to deliver features to fulfil their issues, Scrum can't help them thrive.

Unfortunately, such situations are common, and it requires support from top management in most cases to escape from it. A storng Product Owner can fight anti-patterns, but to cure the cancer spread on organizations, executives need to shift from command and control to agile mindset.
