I see many misconceptions on your words.

First, you mentioned about processes, you didn't mention about mindset. Second, QA by the end of Sprints is a sign of classic software development. Scrum has no QA, it has developers, who are fully responsible from end to end.

I agree that Scrum isn't the only choice. But generally it wears team when they get it wrong. The real Scrum empowers team and doesn't limit them.
