Your experience reflects what I observed many times in the corporate world. However, this is limiting and tends to create a lack of accountability.

As I wrote, I observed better outcome with an end-to-end responsibility. No matter the title, it's one person driving the whole bus. I haven't experienced any outstanding combination of PO and PM, therefore, I don't support the two roles co-existing.
