You're totally right.

Personaly, I'm against SAFe. I think it's just a away of showing the world a business is "agile". But SAFe has nothing to do with agile. It's a heavy process that goes against the agile manifesto.

SAFe is not the solution. Embracing empiricism from top management is the first step to thrive with any agile framework.
